- Black print on white cardstock. “Wm (Bill) PARKER For Municipal Court Judge, Nov. 5, ELECTION.” 5½ x 3” card glued at upper right contains information on Parker’s credentials. Judge William Parker was elected as the first black judge in Black Hawk County in 1963. He is believed to be the second black judge elected in Iowa (Luther Glanton was elected municipal judge in Des Moines in 1959). Parker left the position in 1971 and passed in 1973.
